Financially troubled plants are being abandoned by the boss, leaving behind unpaid workers and debts. I saw this firsthand myself yesterday, in Chang An where a local shoe factory had suddenly closed down because the boss had fled. The 6000 workers left behind were rioting for their wages and only left when the local government paid them RMB300 each.
